	To improve the efficiency of the donor agencies and        governments working toward population stabilization.
	To develop safe, reliable, effective, easy to use, low cost and reversible contraceptive technologies.
	To apply the available technology for the prevention of    unwanted pregnancies:
Law & Policy:  To give couples the right to prevent      unwanted pregnancies and to eliminate the legal         restrictions on providing and promoting contraception.
Medical Services:  To utilize all medical and paramedical personnel within their capabilities or qualifications after    training.
Social Marketing:  To use health personnel, field  workers, village leaders, midwives, satisfied    customers and others to distribute contraceptives and to extend services through all retail stores.
Communication:  To develop multimedia campaigns; to   select, train and supervise field workers to conduct home visits and group meetings; and to mobilize  functionaries to promote contraceptives and small family policies.
Population Education:  To integrate text on population     stabilization policies and programs into the school       curriculum and literary classes.
Evaluation:  To evaluate programs by clinic records,        coupons, and surveys of acceptors and couples in the    reproductive age group.
Text Box: POPULATION COMMUNICATION PHILOSOPHY
	Private Enterprise:  Population Communication has been endowed with income from businesses established by the Board of Directors.   Management, finance, marketing and advertising techniques are used in all phases of Population Communication   Programs.
	Highly Leveraged:  Population Communication    collaborates with other population organizations, donors and governments in designing projects: uses consultants on a contract basis to perform most     services; has a low administrative cost; aims at self-sustaining projects through the sale of books, reports, scripts and medical equipment; and, works with local       entrepreneurs who get   results.
	Innovative:  Working with other population       organizations, Population Communication goes directly to heads of state to get support for population stabilization; uses marketing firms to promote innovative techniques of birth planning; and,  encourages creative artists to communicate the problem and    solution to the public.
	Adaptable:  All projects proceed after pre-testing and      surveying the local felt needs.  The programs are tailored to the cultural, economic, political and religious setting of the individual countries.
	Experienced:  After four decades of experience in the    population field, Population Communication staff and      consultants have demonstrated integrity, discipline and the ability to take responsible risks in all phases of designing and       administering   program activities.
	Evaluation: Projects are evaluated by levels of acceptors, cost efficiency and replication.  
   
Text Box:       POPULATION COMMUNICATION PROJECTS
  Communicating Population Messages to National Leaders
Population Communication commissions books, reports and surveys which focus on the cultural, historical, political,     economic, religious and social aspects of the population   problem in specific developing countries.  Information about the problem is communicated to national leaders and the  public through magazine articles, booklets, radio spots, news releases and direct mail.
  Developing Scripts with Population and Family  Planning Themes
Population Communication contracts with television and   motion picture writers to prepare scripts which dramatize the problems of rapid urbanization, the plight of homeless children, the need for improving the status of women, and the challenge confronting a young    couple in a developing country who decide to have a small family.  Population Communication informs script writers about the population problem in their country; introduces them to family planning pioneers;            encourages them to create female heroes who take control of their lives and effect social, economic and political change; establishes awards presentations for the writers with the best population scripts; and       organizes seminars and workshops for script writers to review small family ideas that can be   integrated into the scripts.
 Informing and Training Health Providers in Developing        Countries
	Population Communication disseminates information to health providers on the latest birth control techniques.  Health providers are given information on how to obtain  effective, safe and reliable contraceptive  training and   equipment.  Population Communication has contracted with a Taiwan medical  manufacturer to produce high-quality and low-price equipment that has been distributed to 41        countries.
   Developing and pre-testing within and beyond family       planning concepts
Through surveys and action projects, Population             Communication determines what symbolic and substantive education, health and contraceptive services are required  before achieving replacement size families.  The social   marketing of beyond family planning evolves from projects that span from the cradle to the grave.  
Text Box: WORLD LEADERS STATEMENT 
ON POPULATION STABILIZATION 

In collaboration with several population organizations,     Population Communication has obtained the signatures of heads of state on the following statement:

    Humankind has many challenges: to obtain a lasting peace between nations; to preserve the quality of the   environment; to conserve natural resources at a   sustainable level; to   advance the economic and social  progress of the less      developed nations; to assure basic human rights and at the same time accept  responsibility for the planet Earth and future generations of children; and to stabilize population growth. 
    Degradation of the world's environment, income  inequality, and the potential for conflict exist today because of rapid population growth, among other factors. If this unprecedented population growth continues, future generations of children will not have adequate food,   housing, health services, education, earth resources, and employment opportunities. 
    We believe that the time has come now to recognize the worldwide necessity to achieve population stabilization and for each country to adopt the necessary policies and    programs to do so, consistent with its own culture and  aspirations. To enhance the integrity of the individual and the quality of life for all, we believe that all nations should participate in setting goals and programs for population stabilization. Measures for this purpose should be        voluntary and should maintain individual human rights and beliefs. 
    We urge national leaders to take an active personal role in promoting effective policies and programs. Emphasis should be given to improving the status of women,  respecting human rights and beliefs, and achieving the active participation of women in formulating policies and programs. Attention should be given to realistic goals and timetables and developing  appropriate economic and social policies. 
    Recognizing that early population stabilization is in the  interest of all nations, we earnestly hope that leaders around the world will share our views and join with us in this great undertaking for the well being and happiness of people     everywhere.

At present 75 heads of government have signed the        Statement.  On July 11th each year the Statement is sent to the signatory countries with specific guidelines on how to achieve the mandate of the Statement.
